Yes. The urban coast includes Barceloneta, Somorrostro and Nova Icària, with departures from Port Vell, Port Olímpic and nearby marinas. These are skyline cruises, not secluded-cove or wildlife tours.
Not for the city: metro, buses and walking cover the main sights. A car can add flexibility outside Barcelona, but parking and city traffic make it a poor tool for central sightseeing.
